Two students, reported to be sisters, were trapped in flash flood while crossing a river in Barangay Balogo, Guihulngan City, Negros Oriental on their way home from school.
Barangay Chairman Jeffrey de la Rita, in a post on September 7, 2025 has blamed the Department of Public Works and Highways (DPWH) First Engineering District for not completing a spillway project in Balogo that cost approximately P5 million.
The girls were able to reportedly hold on to roots of trees, while residents rushed to pull them out of the raging waters.
De la Rita shared on his social media account photographs of the said unfinished spillway project in his barangay.
As of posting time, a statement from the DPWH First Engineering District is sought.
