A flood control project worth over P60 million in Barangay Tisa, Cebu City was inspected by Mayor Nestor Archival morning on Tuesday, September 9, 2025.
The mayor has asked the contractor that the completion of a flood retaining wall project in Barangay Tisa be completed before the year 2025 ends.
Archival saw that there were works done at the site on September 9, 2025, but there are not as many workers in the area based on the mayor's assessment who is an engineer by profession.
He also noted that the flow of water, even without rain yet, is quite swift, and even spilled on to the road.
Workers were seen exacavating mud from the waterway, or at the project site.
Archival chanced upon Engr. Harrison Arante, son of the contractor, which he asked about the delay of the project that has reportedly taken over five years already.
Archival expressed worry over the risks the project has been posing to residents and other individuals who pass by the area from other 'sitios' (sub-villages).
Archival asked assurance from Engr. Arante that the project be completed before the year ends, as a Christmas present to residents who have had to endure chest-deep floodwaters reportedly during inclement weather conditions.
The contractor’s son said that the project is already 80 percent completed.
Aside from swift water, Arante said that the disposal of foul mud has posed a challenge to the completion of the project.
Arante asked the mayor that they be allowed to dispose of the mud at the South Road Properties, but Archival pointed out it is stipulated in the contract that contractors themselves take full responsibility in looking for areas to dispose of materials from the project.
Meanwhile, residents, like Filomeno Laurente, are thankful that finally a local chief executive has looked into their current situation and has further instructed for project completion before December 2025 ends.
