The Local Government Unit (LGU) of Albuera, Province of Leyte has started inspection on 47 projects of the Department of Public Works and Highways (DPWH) in the municipality. 

The Local Project Monitoring Council (LPMC) started the inspection on September 8, 2025 led by Albuera Mayor Rolan (Kerwin) Espinosa.

According to Espinosa, they are verifying works on at least 47 projects based on a DPWH list.

"Motabang ta sa atong Presidente para masulbad gyud na niya. Kun dili man masulbad niya, ug unsa ng mga politikoha o kinsa ng naa sa DPWH nga corrupt at least makatabang ta, makahatag ta nila’g giya para masubay nila ang dapat manubag sa corruption nga nahitabo sa among lungsod,” Espinosa said.

On the first day of inspection, Espinosa and his team checked Cambalading-Talisayan-Tabgas Diversion Road flood control project and looked for a port construction in Barangay San Pedro.

Deemed substandard materials on a riprap for the diversion road project were found.

"Ang semento ani laktod pagkaistorya, kari ra,” Espinosa said as he held rocks and pointed out that concrete was not even poured all over the structure, but only on the surface.

The Cambalading-Talisayan-Tabgas Diversion Road is among Indicative Annual Procurement Plan for Fiscal Year 2021 of DPWH-Leyte 4th District Engineering Office.

According to an app, the project cost is pegged at over P9.6 million.

Espinosa further questioned a port construction in Barangay San Pedro.

“Nag-check ra ta sa mga projects nila. Kung unsa atong makita mao ra sab atong isulti basi sa papel nga among gigunitan on their reports per accomplishment. Unya, naay one percent ana?” he said.

GMA Regional TV Balitang Bisdak has reached out to the DPWH-Leyte 4th District Engineering Office for a statement, and is still awaiting reply as of this writing.
