Half of the 154 infrastructure and waterworks projects in the Province of Cebu are allowed to resume, while flood control projects are still under the scrutiny of Governor Pamela Baricuatro.
One of the projects allowed to resume is the P70.9-million Malabuyoc Bulk Water Supply that poses no issues and is nearing completion, based on inspection conducted by Baricuatro on September 9, 2025.
The other 77 projects are still under review, as of this writing.
According to Cebu Provincial Engineer Hector Jamora, there are projects that need to be terminated due to lack of documents on the part of the contractor, and other impediments.
One of these is the P109.4-million Alegria Bulk Water Supply.
Works on the two bulk water supply projects started in 2024 but have been unfinished yet.
The contractor is identified to be SBK Construction, a joint venture of St. Gerrard Construction, one of the construction companies owned by the beleaguered Discaya family.
Further, flood control projects implemented by the Department of Public Works and Highways (DPWH) would be part of the probe.
In line with this, Baricuatro is set to meet district engineers of DPWH in the Province of Cebu.
Baricuatro has already checked a portion of a revetment wall in Barangay Montañeza, Malabuyoc town.
To recall, Cebu has at least 414 flood control projects worth P26.61 billion, which accounts for 4.2 percent of the government’s total number of flood control projects and 4.9 percent of the total contract cost, based on data gathered by GMA Integrated News Research from the sumbongsapangulo.ph website.
These 414 flood control projects are worth a total of P26.61 billion, second only to Bulacan, which has 668 projects worth a total of P43.75 billion.
In terms of contract cost, most these projects in Cebu are traced to the town of Malabuyoc located in the southwestern side of the island. These 41 projects are worth at least P3.2 billion.
Among these projects are the construction of a dike from Barangay Montañeza to Barangay Lombo pegged at over P148 million in 2024 and the construction of a revetment wall in Sitio Luwak, Barangay Salmeron worth over P128 million.
