The Department of Public Works and Highways (DPWH) has filed criminal complaints before the Ombudsman against 25 individuals and contractors allegedly involved in irregular flood control projects.
DPWH Secretary Vince Dizon said the charges include violations of the Anti-Graft and Corrupt Practices Act, the Government Procurement Act, and malversation through falsification of documents.
Among those charged are 20 DPWH personnel, including former Bulacan First District Engineer Henry Alcantara, Assistant District Engineer Brice Hernandez, Engineer Jaypee Mendoza, and Engineer Arjay Domasig, who were linked to the so-called “Bulacan Group of Contractors” or BGC Boys.
Also named in the complaints are Saint Timothy Construction Corporation, Wawao Builders, Syms Construction Trading, and IM Construction Corporation.
DPWH has also asked the Department of Justice to place former DPWH Secretary Manuel Bonoan, former Undersecretary Roberto Bernardo, and Candaba, Pampanga Mayor Rene Maglanque and their children under an immigration lookout bulletin in connection with the ongoing probe.
Senate President Pro Tempore Panfilo Lacson earlier revealed that the children of Bonoan, Bernardo, and Maglanque were all part of MBB Global Properties Corporation.
He also said another Maglanque-owned firm, Globalcrete Builders Inc., secured more than P2 billion worth of flood control projects in Bulacan from 2018 to 2024.
“Ang construction firm, ’yung Globalcrete [Builders], ay pagmamay-ari ng Maglanque Family. Hindi kasama roon ’yung mga anak nina dating [DPWH] Secretary Bonoan at dating [DPWH] Usec. Bernardo. Magkakasama sila sa MBB Properties. Hindi niya (Bonoan) kasi binanggit na magkalapit pala sila ni Mayor Maglanque na napakalaking kontratista. Kasi kung magkasosyo nga ’yung mga anak nila…sabi ko nga, connect the dots,” Lacson said.
As of press time, the camp of Bonoan has maintained that he is not involved in any anomalous project while Maglanque and Bernardo have yet to issue a statement.
