Various protest actions were conducted in Cebu City such as the indignation rally at the University of the Philippines (UP) Cebu against the reported massive corruption in the country.
The indignation rally at UP Cebu organized by students, teachers, and alumni was held past 8 a.m. on Monday, September 15, 2025.
The participants wore black outfits and carried placards that expressed their sentiments against the deemed massive plunder of multibillion pesos in government projects, such as the flood control projects.
A black shroud was draped over “The Oblation,” the iconic statue that represents UP’s ideals and spirit.
After a rally at the foot of the statue, the protesters marched toward the road outside of the campus where they continued expressing their condemnation to alleged massive corruption.
Teachers and students said the disruption of classes does not matter anymore, citing they have long endured lack of classrooms, lack of teachers, and lack of facilities.
Meanwhile, cause-oriented groups in Cebu City staged a protest on September 14, 2025 at the Plaza Independencia.
Groups such as Panaghugpong sa Yanong Sugbuanon (PAYONG)-Batok Kurapsyon with Edward Ligas as convenor, and Sentro ng mga Nagkakaisa at Progresibong Manggagawa (SENTRO) with Dennis Derigue, labor leader, as convenor voiced out their sentiments through their black umbrellas; punched, kicked, and stomped upon caricatures of personalities implicated in the reported anomalous flood control projects.
Cebu City Mayor Nestor Archival said he supports the protests for as long as these are carried out peacefully.
According to the Cebu City Police Office (CCPO), the protests were done in a peaceful and orderly manner.
Police Captain Charisma Gonzales, CCPO spokesperson, said that they are bracing for more protests such as the “Trillion Peso March” on Sunday, September 21, 2025 which falls on the 53rd anniversary of the declaration of Martial Law.
