"There is no ghost project in the Municipality of Albuera, Province of Leyte."

This according to the Department of Public Works and Highways (DPWH) Leyte 4th District Engineering Office (DEO), following accusations of the mayor of Albuera. 

Mayor Rolan (Kerwin) Espinosa alleged that during his inspection in Barangay Benolho, there is no flood control project found, contrary to data from the DPWH website.

In a media briefing, DPWH Leyte 4th DEO said that what the mayor showed was the other side of the river, where there is no DPWH project.

The agency added that Espinosa was not able to show the exact site, across the river, where a flood mitigation structure was completed in 2024, which is pinpointed in the website.

Further, DPWH denied that the fish port mentioned by Espinosa is a ghost project.

The fish port is reported to be 51-percent completed but stalled because of a purported dispute between the landowner and the contractor. 

“We firmly state that there is no ghost projects here. All projects implemented by this district undergo proper process, monitoring, and evaluation to ensure transparency, accountability, and full compliance with government standards,” said Engr. Peter Scheler Soco, officer in charge of DPWH Leyte 4th DEO.
