Tropical Depression #MirasolPH crossed Northern Luzon on Wednesday afternoon and was last spotted over Kabugao, Apayao, according to PAGASA.

As of 4 p.m., Mirasol packed maximum sustained winds of 55 kilometers per hour and gusts of up to 90 kph while moving northwest at 20 kph. The storm’s winds extend as far as 200 kilometers from its center.

Tropical Cyclone Wind Signal No. 1 remained in effect over:

  • Batanes
  • Cagayan including Babuyan Islands
  • Western and northern portions of Isabela (Santo Tomas, Alicia, San Mateo, Aurora, Santa Maria, Quezon, Ramon, Naguilian, Roxas, Luna, Delfin Albano, City of Cauayan, San Pablo, Ilagan City, City of Santiago, Tumauini, Cabagan, Reina Mercedes, San Manuel, Cabatuan, Quirino, Gamu, San Isidro, Mallig, Cordon, Maconacon, Burgos, Divilacan)
  • Northwestern portion of Quirino (Diffun, Saguday)
  • Northern portion of Nueva Vizcaya (Kayapa, Ambaguio, Bayombong, Villaverde, Solano, Quezon, Bagabag, Diadi)
  • Apayao
  • Abra
  • Kalinga
  • Mountain Province
  • Ifugao
  • Northern portion of Benguet (Bakun, Mankayan, Buguias, Kabayan, Atok, Kibungan, Kapangan, Bokod)
  • Ilocos Norte
  • Ilocos Sur
  • Northern portion of La Union (Luna, Bangar, Sudipen, Santol, San Gabriel, Balaoan, Bacnotan, San Juan, City of San Fernando, Bagulin)

These areas may feel strong winds that can cause minor damage.

PAGASA said #MirasolPH is expected to leave Luzon evening on Wednesday, September 17, 2025, through the coast of Ilocos Norte and may strengthen into a tropical storm over the Luzon Strait. 

If it intensifies, Signal No. 2 may be raised in parts of Northern Luzon.

Heavy rainfall is also likely, with 100 to 200 millimeters expected in Cagayan and 50 to 100 millimeters in Isabela, Kalinga, Apayao, Ilocos provinces, La Union, Abra, and Benguet until afternoon on Thursday, September 18. 
Flooding and landslides may occur, especially in mountainous areas already soaked from earlier rains.

The southwest monsoon, enhanced by Mirasol, will also bring strong winds and rain to Metro Manila, Bicol, MIMAROPA, Western Visayas, and other parts of Luzon in the coming days.

Seas will remain rough, with waves reaching up to three meters along the coasts of Cagayan, Isabela, Aurora, Batanes, Babuyan Islands, and Ilocos provinces. Small boats and motorbancas are advised not to sail.

#MirasolPH is forecast to exit the Philippine Area of Responsibility by morning on Thursday, September 18.
