In Camiguin Island, Aparri, and Lal-lo, residents also experienced heavy rains, powerful gusts, and flattened rice fields.

In Buguey, fish cage owners worried about overflowing rivers that could damage their livelihood.

In Baggao, residents had to be assisted in crossing Bagunot Bridge after rising waters made it impassable.

By 11 a.m., the Cagayan Provincial Disaster Risk Reduction and Management Office reported more than 2,700 families affected, with over 2,100 families, or 6,800 individuals, already staying in evacuation centers across the province.

In Batanes, waves pounded the coast of Basco while strong winds toppled banana trees in several areas.

As of press time, authorities continue to warn the public to stay indoors, avoid flooded areas, and refrain from crossing Bagunot Bridge until it is safe.
