Floodwaters forced hundreds of residents in Dagupan City to evacuate on Thursday, September 25, 2025, as the Pantal-Sinucalan River continued to rise, worsened by high tide.
In Sitio Fisheries, Barangay Malued, water reached chest-deep inside the home of Ernesto de Guzman, who moved his family to safety.
“Malalim na ang baha kaya lumikas na ako kanina,” he said.
More than 200 people are staying at the evacuation center in Malued alone. Authorities said they are not only providing food but also focusing on the health of evacuees, especially children.
“Nabigyan na sila ng mga gamot, na-check up na rin sila ng ating City Health Officer,” Alysza Dy, the barangay health nurse, said.
Dy said some children had started coughing.
As of 9:30 a.m., nearly 800 individuals were spread across different evacuation centers in the city, with more expected as the floodwaters continue to rise.
“Sa ngayon may mga inililikas pa tayong mga residente,” Michael Joe Caguioa, Early Warning Operation Officer of the Dagupan City DRRM Office, said.
Authorities said 23 barangays were flooded, affecting homes and businesses. Some stall owners used water pumps to clear their shops.
“Kapag ulan dito kaunting ulan may baha na agad,” Cris Amor, a business owner, said.
Caguioa said the river’s water level is still climbing. “Patuloy pa rin ang pagtaas ng tubig sa ilog kasi pababa pa lang ’yung tubig mula sa taas, kaya ’yung tubig sa river system natin tumataas pa rin,” he said.
The CDRRMO said it is closely monitoring low-lying and riverside barangays as the situation remains critical.
