The City Government of Valencia in Bukidnon has declared the New People’s Army (NPA) persona non grata while also pushing to declare the city insurgency-free.

According to the local government, the City Council passed two resolutions during its regular session on September 15, 2025.

One resolution seeks to declare the city insurgency-free while the other seeks to declare the communist group persona non grata.

The resolutions are based on the recommendation of the City Peace and Order Council (CPOC).

It was noted that there has been no presence of the rebel group in the city since May 28, 2024, which can be attributed to the dismantling of the NPA’s Sub-Regional Sentro De Grabidad Peddler of the North Central Mindanao Regional Committee (NCMRC) and the dissolution of the Weakened Guerilla Front 57 of the Southern Mindanao Regional Committee (SMRC).

The move to declare the NPA as persona non grata also serves as the city’s formal stance to reject the presence and influence of the communist group, which has long been regarded as a threat to peace, security, and community welfare.

In a separate event, barangays in the city expressed their collective opposition to insurgency and terrorism by burning the CPP-NPA flag.

“This milestone marks the eighth barangay in Valencia City to issue such a declaration, further strengthening its bid to become Bukidnon’s first Insurgency-Free City,” the 89th Infantry Battalion said.
