The National Bureau of Investigation (NBI) Bacolod has issued subpoenas to seven district engineers of the Department of Public Works and Highways (DPWH) Negros Occidental and Bacolod City.
The district engineers are required to present reports on flood control projects, for comparative purposes.
The agency will compare the reports of district engineers to documents that the NBI Bacolod has and help determine irregularities.
“We need to see ang mga documents behind kung completed na talaga. Pupuntahan namin ang area. Ang document, mga list ng approved. Tinitingnan natin baka may insertions, indirect bribery” said William de Arca, deputy chief of NBI Bacolod.
Three of the seven district engineers have received the subpoena. They are district engineers of the Second, Third, and Fifth District Engineering Offices (DEO) of Negros Occidental.
NBI Bacolod did not provide details, though, on a number of projects but confirmed that there are projects that were completed already, while others are not.
Once the reports of the district engineers are received, the agency will collect the documents and submit these to the NBI Central Office.
The head of Bacolod City DEO is set to submit the documents.
“Wala akong natatanggap (subpoena) as of now pero may mga papeles dito sa harap ko. I don’t know kung nandyan na,” said Engr. Leah Jamero, district engineer of DPWH-Bacolod DEO.
Meanwhile, following an order of the Deparment of the Interior and Local Government to the Philippine National Police, the Bacolod City Police Office (BCPO) will help in the verification and inspection of flood control projects in the city.
"The memo was sent last week and immediately nag-conduct ng investigation. For Bacolod City, merong 19 flood control projects,” according to Colonel Joeresty Coronica, BCPO director.
Personnel of Police Station 8 have proceeded to check their target location.
“So far ongoing ang pag-validate sang grid coordinate. Sa amin na-locate namin,” Captain Greeky Cayao, chief of Police Station 8, said.
