Members of the Sangguniang Bayan (Municipal Council) of Pavia, Iloilo appeared before the Senate Blue Ribbon Committee and Independent Commission on Infrastructure (ICI) on Tuesday, October 7, 2025 to request formally an investigation on the delayed works on the controversial Aganan Flyover and how funds worth P802 million were spent.
Pavia Vice Mayor Edsel Gerochi confirmed this in an interview with GMA Super Radyo Iloilo, following the Council’s approval of two resolutions.
In Resolution No. 2025-156, the Local Government Unit (LGU) of Pavia seeks that the Senate Committee on Accountability of Public Officers and Investigations (Blue Ribbon Committee), led by Senator Panfilo (Ping) Lacson, be an instrument in the formal investigation into the delay and the use of funds for the controversial Aganan Flyover and other infrastructure projects in the municipality.
Meanwhile, Resolution No. 2025-157 was sent to the Office of the President through the Independent Commission on Infrastructure (ICI), based on Executive Order No. 94 issued by President Ferdinand Marcos Jr., to investigate on anomalous projects of the government, including flood mitigation structures and other infrastructure projects.
Aganan Flyover spans 436.9 meters. The public has complained about the structure several times for the inconvenience the delay has caused upon motorists and commuters, most especially to employees and students traveling from Pavia to Iloilo City and vice versa.
According to Gerochi, the lack of transparency and accountability in the implementation of the project, and its delay have raised doubts on how the funds were spent; thus, the reason for the Municipal Council's request for an independent investigation.
