Raging floodwaters inundated at least 31 barangays in Roxas City, Province of Capiz.
The massive flooding occurred afternoon on Saturday, October 18, 2025.
Videos showed a main road inundated by floodwaters and several motorists stranded, while a parked car fell into a ditch as it was swept away by strong current.
The Local Government Unit (LGU), along with a few government agencies, facilitated evacuation and rescue operation.
Based on data from the Roxas City Disaster Risk Reduction and Management Office (DRRMO), at least 830 families, or 2,773 individuals, were evacuated.
A drowning incident was reported. The victim is said to be a 44-year-old man who was on board his motorcycle but was swept away by floodwaters in Barangay Dinginan.
“Pinaka-worst case naton, we’ve received reports nga ang tubig naglab-ot na almost above chest level in some areas (pinaka-worst case natin, we’ve received reports na ang tubig umabot na almost above chest level in some areas),” Gilbert Fernando, head of Roxas City DRRMO, said.
According to Mayor Ronnie Dadivas, the massive flooding is a first in the City of Roxas.
“Almost tanan nga kabarangayan, tanan nga karsada nabahaan gid (Almost lahat na barangays, lahat na kalsada binaha talaga),” Dadivas said.
Marcelino Amores Jr., a person with disability (PWD), was rescued inside his house when the waters reached waist deep.
“Ginsakay ko sang utod ko sa tricycle kay indi ko kalakat mo (isinakay ako ng kapatid ko sa tricycle kasi hindi ako makalakad),” Amores said.
In the evening, the floods subsided in most affected areas.
Floods were also reported in other towns of Capiz and preemptive evacuation done.
A 23-year-old woman was reported to have drowned in the Municipality of Ivisan.
The woman was said to be on her way home but slipped along the way while tackling a swollen stream.
