Massive flooding was experienced in areas of Central Visayas and Eastern Visayas on October 18, 2025 due to Tropical Storm Ramil (international name: Fengshen).

Jacopon River in Daram, Samar overflowed because of persistent rains. The water level started to rise at 11 a.m.

According to netizen Joe Patente, who uploaded a video on the flooding, at least 40 houses in Barangay Jacopon were inundated.

Flooding was also experienced in Barangay Birawan in Daram when the Birawan River swelled.

According to Andy Lawrence, resident and barangay secretary, at least 50 houses have been affected. Among structures flooded is the Birawan National High School.

Meanwhile, residents of Purok 3B in Barangay Caglanipao, San Isidro, Northern Samar said that they experienced flooding past 2 p.m. on October 18, 2025 that lasted until 6 p.m.

Areas in Guiuan, Eastern Samar were also flooded, one of which is the Guiuan National High School. The entire school grounds resembled a river with raging waters.

The situation is the same at Campoyong Elementary School. In a video taken by Sheryl Rose Ramirez, a teacher, floodwater reached her classroom and that the level rose quickly.

By morning of Monday, October 20, 2025, it was observed that Guiuan East Central School is still flooded.

When the waters subsided, three alleged sinkholes were spotted in Barangay Surok. To pad any untoward incident, the sinkholes near the school were cordoned off.

In the Province of Biliran, incessant rains began to pour at around 10 a.m. on October 18, 2025. Floodwaters rushed to an area in Zone 5, Barangay Sampao, Almeria town.

According to Barangay Sampao, the flood affected two families. At least nine individuals were evacuated.

A highway in Barangay Sabang, Naval, Biliran resembled a river. However, a few motorists waded through floodwaters to get across the inundated road.

The Local Government Unit (LGU) of Naval ordered a forced evacuation to ensure the safety of residents in flood-prone and landslide-prone areas.

The residents sought temporary shelter in the municipal gym.

A landslide was reported in Barangay Abijao, Villaba, Leyte that blocked a portion of the highway. Clearing operations were undertaken immediately.

According to the Office of Civil Defense 8, despite the landslides and the massive flooding, no one was reported injured due to the impact of #RamilPH.

In Cebu, flooding was reported in Barangay Panadtaran, San Fernando.
