An aerial inspection of the Office of Civil Defense (OCD), along with other government agencies, showed the immensity of flooding that hit Western Visayas because of incessant rains dumped by Tropical Storm Ramil on October 18, 2025.

Based on data from OCD Western Visayas, the number of individuals affected by the massive flooding has reached 174,840.

Individuals affected in the Province of Aklan reached 24,722; at least 1,516 in the Province of Antique; 129,784 in the Province of Capiz, and 18,818 in the Province of Iloilo.

At least 43 houses were destroyed, 12 of which were tagged as “totally damaged” while the other 31 were partially damaged.

“Some of the areas na still flooded is mga farmlands, some of the areas are subsiding. As of this latest report, tatlong barangay na lang ang nananatiling flooded,” Atty. Melissa Banias,  chief of the Operations Division of OCD 6.

Banias pointed out that the areas particularly in the Province of Capiz have been affected by past weather disturbances, thus the need to pursue the Panay River Basin Project to deal with persistent flooding woes.

“Recommendation nila is to pursue ang Panay River Basin Project. In fact, yesterday ‘yan ang diniscuss. That is why we have the NIA [National Irrigation Administration] and the DPWH [Department of Public Works and Highways] to discuss on that matter,” Banias said.

Validation on the total damages to agriculture and infrastructure is ongoing, as of this writing.

Roxas City has declared a state of calamity due to the massive flooding.
