The Office of the Ombudsman has cleared Gwendolyn Garcia, former Cebu governor, and Anthony James Limchesing of Shalom Construction, Inc. of alleged violation of Section 3(e) of Republic Act No. 3019, or the Anti-Graft and Corrupt Practices Act, in connection with the issuance of a special permit for the desilting of the Mananga River in Talisay City. 

The case stemmed from a complaint filed on April 21, 2025 by citizen Moises Garcia Deiparine against Garcia and Limchesing.

“In a 25-page decision dated August 29, 2025, issued by a special panel of investigators and approved by Acting Ombudsman and Deputy Ombudsman for the Visayas Dante F. Vargas on September 10, 2025, the Ombudsman ruled that “there is no probable cause to indict respondents Garcia and Limchesing for violation of Section 3(e) of R.A. No. 3019,”" a post on Gov. Gwen Garcia page reads. 

In her message, Garcia thanked the Ombudsman for the decision, citing respect for the rule of law. 

She said that above all, she is thankful to the Almighty for letting truth and justice prevail. 

Meanwhile, the complainant has not issued a statement yet, as of this writing.
