A driver of a ride-hailing and delivery app was killed, while his male passenger was reported to be in critical condition after they were hit by a wing van in Lapu-Lapu City.

The incident happened at 9 p.m. on October 21, 2025 in Barangay Basak Kagudoy Road. 

A closed-circuit television (CCTV) camera of Basak Command Center caught the incident at 9:02 p.m. 

The footage showed that the wing van took a slow turn from Maximo Patalinghug Jr. Avenue to Basak Kagudoy Road. Motorcycles were tailing the wing van. Afterwhich, a few motorcycles started overtaking the wing van, one of which is driven by the ride-hailing and delivery app rider with his passenger.

In another camera angle, the motorcycle was seen occupying the rightmost lane.

Upon reaching a road bend, the wing van hit the said motorcycle.

The wing van stopped while the truck boy was seen to have checked the motorcycle driver and his passenger.

The victim was identified as Joey Dicdican, 42 years old, a resident of Barangay Basak. 

The passenger was identified as Regie Pernito, 33 years old, of Barangay Pajac, also in Lapu-Lapu City.

The driver of the wing van was taken into the custodial facility of the Lapu-Lapu City Police Office while waiting for charges to be filed by the respective families of the driver and the passenger.

According to the driver of the wing van, he did not notice a motorcycle in front of the vehicle.

In an interview with GMA Regional TV Balitang Bisdak, members of the family of both the motorcycle driver and the passenger have considered an amicable settlement with the wing van driver should he assist them with the medical bills and funeral expenses.
