The Land Transportation Franchising and Regulatory Board-Northern Mindanao (LTFRB-10) has ordered the suspension of the “tabo system” being implemented by a bus company at the portion of the Overview Road affected by a landslide in Barangay Palacapao, Quezon, Bukidnon.
Two weeks after the landslide on October 18, 2025, LTFRB-10 Director, Atty. Abosamen Matuan, inspected the situation of the transport system in the area.
It can be recalled that after the landslide, the Rural Transit Mindanao Inc. (RTMI) implemented the “tabo system,” where passengers are transferred to another bus on the opposite side to continue their trip.
In his initial assessment, Matuan found the setup unsafe for passengers.
“Iniiwasan natin na magkaroon ng any untoward incident ako mismo naglakad doon dalawang beses paakyat pababa and then nakita ko yung risk so I discourage that kind of operation,” Matuan said.
Instead of allowing the “tabo system” to continue, LTFRB-10 issued a special permit to RTMI to operate on an alternative route.
Buses from Cagayan de Oro City will take the Valencia City-San Fernando Road in Bukidnon, passing through Talaingod and Sto. Tomas in Davao del Norte, before exiting in Panabo City en route to Davao City.
Matuan added that there will be a slight fare adjustment to account for the longer travel distance.
“May kaunting adjustment because of the distance nagkaroon ng changes doon sa number of kilometers from Cagayan de Oro to Davao City kaunti lang naman yung changes,” Matuan said.
RTMI has yet to respond when asked for comment.
However, one of the company’s bus dispatchers said that the first trip from the Agora Bus Terminal in Cagayan de Oro City leaves at 5 a.m., followed by trips at 7 a.m., 9 a.m., and the last trip will be at 11 a.m.
LTFRB-11 clarified that the bus company will not abandon its original routes from Cagayan de Oro City to Quezon, Bukidnon, and Davao City to Quezon, as there are still passengers being served along those areas.
Meanwhile, the plan of the Department of Public Works and Highways-Northern Mindanao (DPWH-10) to construct a detour road in the area continues. However, DPWH Secretary Vince Dizon earlier said that the construction could take several months to complete.
