At least seven drivers, conductors, and dispatchers tested positive for illegal drug use during a surprise inspection and drug test conducted at bus terminals in Cagayan de Oro City on Wednesday, October 29, 2025, ahead of the observance of All Saints’ Day and All Souls’ Day on November 1 and 2.
The operation was carried out by personnel of the Philippine Drug Enforcement Agency (PDEA), Land Transportation Office (LTO), and Land Transportation Franchising and Regulatory Board (LTFRB) as part of the “Oplan Harabas.”
The operation aims to ensure that drivers, conductors, and dispatchers are fit for work and that public transport vehicles are in good condition, especially as passenger traffic increases during Undas.
At the Agora Bus Terminal, 55 drivers, conductors, and dispatchers underwent the drug test. Five of the 55 tested positive for methamphetamine hydrochloride or shabu.
Meanwhile, at the Westbound Bus Terminal in Barangay Bulua, two out of 54 tested positive for illegal drug use.
“We will confiscate their license. I will issue a show cause order and I will put the license of the driver under suspension for the next 3 months and we will wait for the confirmatory test to be done by PDEA,” LTO-10 Director, Nelson Manaloto, said.
If the confirmatory tests still yielded positive results, the driver’s licenses may be revoked.
Aside from drug testing, LTO and LTFRB also inspected the mechanical condition of buses and other public utility vehicles operating within and outside Northern Mindanao to help prevent accidents.
“Dito po sa ating mga major terminals maglalagay tayo ng tig isang help desk para yung ating mga pasahero meron silang immediate na matatakbuhan kung sakaling kailangan sila ng assistance,” LTFRB-10 Director, Abosamen Matuan, said.
PDEA added that surprise drug testing in public terminals will continue.
“Refusal is automatic violation na siya I believe confiscation gihapon na sa license pag nag refuse ka sa drug test kay gi consult nato ang legal naa pud criminal aspect ani,” PDEA-10 Director, Alex Tablate, said.
