Several areas in Davao City and North Cotabato experienced flooding following heavy rains.
In Davao City, several streets in the downtown area were flooded early Wednesday, October 29, 2025, after continuous rains since Tuesday evening.
Flooding was reported along Roxas Avenue, where water from the open canal overflowed and reached the nearby Fatima corner Guerrero Street. Another area affected was the corner Mamay Road in Barangay Alfonso Angliongto Sr.
However, floodwaters subsided after a few hours.
The Davao City Disaster Risk Reduction and Management Office (CDRRMO) reported that the city’s river levels remained within the safe range.
Authorities advised barangay disasters risk reduction and management councils (BDRRMCs), especially those that have identified landslide-prone areas, to reposition their resources and closely monitor their respective communities.
State weather bureau PAGASA said the bad weather experienced in the region was due to the Intertropical Convergence Zone (ITCZ).
“So, expect ta nga ang atoang masinati nga panahon dinhi sa atong dakbayan sa Davao, partly cloudy to cloudy na may mga pag-ulan tungod sa ITCZ,” PAGASA Davao Chief Meteorological Officer, Engr. Lolita Vinalay, said.
PAGASA added that there is a high chance of rain in the region on Thursday and Friday. For November 1 and 2, the region is expected to experience cloudy skies, but the public is still advise not to be complacent.
“Kinahanglan pangandaman ug kanunay nga madala gyud og panangga sa ulan labi na kung sa panahon nga season sa All Saints Day and All Souls Day,” Vinalay added.
After the flooding, the city government and the Department of Public Works and Highways-Davao (DPWH-11) conducted an on-site inspection along Roxas Avenue to determine the cause of street flooding.
Based on inspection, officials found that a check gate installed at the ongoing drainage project under the Davao City Coastal Road blocked the flow of water from the Roxas Creek. The obstruction reportedly caused water to overflow from the open drainage canal on Roxas Avenue, resulting in street flooding.
The check gate installed to control the water flow toward the drainage system being constructed in the area.
However, the project engineer of the DPWH contractor assured that a designated watchman will be stationed to monitor and remove the check gate during heavy rains to prevent flooding.
Only about five percent of the drainage work remains unfinished, and the check gate will be removed once the project is completed.
“Hinay kaayo ang flow sa tubig. It’s because of of the sheet piles and the gates nga gibutang ni contractor. So, kato na nakita nga taas na ang tubig sa Roxas Creek, gipaadtoan dayon og personnel from the ASU, gihangyo si contractor nga abrihan ang mga gates,” Franz Japhet Caballero, civil engineer of the Davao Ancillary Services Unit, said.
“Wala man gud mi magtoo nga ing adto kakusog kay kadlawon na kay nag overtime actually mi gabie kay nagahulat mi nga muhunas kay naa mi buhusanan. Kay dili man mi makabuhos og taas pud ang dagat. Nag abot man gud kay once muulan unya taas ang tubig sa dagat, wala gyud kadaganan sa tubig, mubalik gyud didto,” project engineer, Engr. Manny Valguna, added.
Meanwhile, several motorists were affected after heavy rains caused street flooding in parts of North Cotabato afternoon on Tuesday.
In Pigcawayan, a road in Zone 3, Barangay Baguer looked like a river after continuous rains led to flooding in the area. Despite the flooded road, some motorists still attempted to pass through.
In the town of Libungan, flooding also made travel difficult as floodwaters rose along the road in Bareangay Sinawigan.
According to a resident, the floodwaters overflowed from a nearby creek, carrying debris and washed down from the upland areas.
Authorities conducted clearing operations immediately to remove the debris that blocked the waterway.
The Municipal Disaster Risk Reduction and Management Office (MDRRMO) continues to assess the situation in the affected areas.
