Four drivers and a fare collector (konduktor) of public transportation were found positive for illegal drugs in a surprise drug test done at two bus terminals in Cebu City operated by the Cebu Provincial Government.

The Philippine Drug Enforcement Agency (PDEA) 7, through its “Oplan Harabas," conducted the surprise drug test.

According to drivers interviewed by GMA Regional TV Balitang Bisdak, they welcome surprise drug tests to help determine which among them are into substance abuse, and to uphold safety of passengers. 

PDEA 7 Director Joel Plaza said they want to ensure foremost the safety of passengers bound home to their respective towns, or provinces, for the observance of “Kalag-Kalag 2025.” 

Drivers, bus fare collectors, including taxicab drivers were directed to a queue for the drug test morning on Wednesday, October 29, 2025, at both the North Bus Terminal and Cebu South Bus Terminal.

Cebu Governor Pamela Baricuatro and Cebu City Mayor Nestor Archival have shown support by witnessing the surprise drug test at the Cebu South Bus Terminal, and highlighting the role of drivers in ferrying passengers safely to their respective destinations. 

Two taxicab drivers and one bus driver were found positive for illegal substance use at the North Bus Terminal, while one mini bus driver and a mini bus fare collector were found positive at the Cebu South Bus Terminal. 

The five individuals are set to undergo a confirmatory test.
