The City Government of Cagayan de Oro has prohibited overnight stays in public and private cemeteries during the observance of All Saints’ Day and All Souls’ Day on November 1 and 2, 2025.

Mayor Rolando Uy issued an executive order outlining the policies to be observed and the items prohibited in cemeteries.

Based on the order, cemeteries in the city will be open from 6 a.m. to 10 p.m. only from October 31 to November 2, 2025.

Authorities also banned several items, including alcoholic beverages, bladed weapons, sound systems or speakers, cigarettes, and vapes.

At the Cagayan de Oro City Memorial Park in Barangay Camaman-an, visitors are not allowed to bring lighters or matches, as a designated area for candle lighting has been provided.

“Andam na pud, naa na pud ta’y team ana nga magbutang kay para enkaso dili musiga ang candle stand naa na makadagkot,” Cagayan de Oro City Memorial Park Division Head, Engr. Kheven Castilla, said.

The Roads and Traffic Administration (RTA) will also close the road leading to the City Memorial Park starting November 1, except for residents in the area.

A designated entrance will be set up to manage traffic flow and guide visitors entering the cemetery.

Free rides will also be available for visitors on November 1 and 2.

“Naa man gihapon to libre sakay last year, so same lang gihapon ang polisiya nga by (November) 1 ug 2 naa ta’y libre sakay para sa atong mga dumuduaw,” Castilla added.

Meanwhile, the local government said that the redevelopment of the lower portion of the City Memorial Park is already 88 percent complete.

Once the redevelopment of the lower and entrance areas is finished, the next phase of development in other parts of the cemetery will begin.
