Authorities conducted random drug tests on bus and van drivers in Baguio City and Vigan City to ensure the safety of passengers traveling during the Undas break.
The Philippine Drug Enforcement Agency–Cordillera (PDEA–CAR), together with the Department of Transportation (DOTr), led the inspections at bus and van terminals in Baguio City early morning on Thursday, October 30, 2025. Drivers and conductors underwent on-the-spot drug testing, while K9 units swept through buses and passenger luggage.
“Para masigurado natin na hindi sila nagda-drugs. Kapag ang driver under influence ng drugs, hindi tayo nakakasiguro sa safety ng mga pasahero,” PDEA–CAR Director Martin Francia said.
DOTr–CAR Director Glenn Dumlao said the inspection also focused on the roadworthiness of vehicles.
“Ang concern kasi natin ay safety ng mga pasahero kaya ito ang tinitingnan natin — mga gulong, battery,” he said.
In Ilocos Sur, PDEA Region 1 carried out a similar surprise drug testing at the Vigan City Central Terminal on Wednesday, October 29.
It was conducted in coordination with the Land Transportation Office (LTO) Region 1, the Regional Highway Patrol Unit 1, and the Vigan City Police Station.
Of the 70 drivers and conductors who underwent testing, two tested positive in the initial screening. They will undergo confirmatory testing and drug dependency evaluation. The LTO said that if proven positive, their licenses will be revoked.
Aside from drug testing, authorities also conducted a sweeping operation in terminals, buses, and passenger baggage to ensure no illegal drugs were being transported.
LTO–1 Regional Director Glorioso Daniel Martinez said their goal is to keep the roads safe for commuters.
“Para masigurado natin ang kaligtasan ng mga mananakay at mga gumagamit ng ating kakalsadahan,” he said.
Drivers like Arnold Agua supported the safety measures.
“Dapat kondisyon ‘yung katawan ng driver tapos kondisyon din ‘yung sasakyan,” Arnold Agua, a jeepney driver, said.
