The Cebu Provincial Government has activated its disaster preparedness protocol before Tropical Depression “Tino” enters the Philippine Area of Responsibility (PAR) and is projected to cross the province, according to the Cebu Provincial Information Office (PIO) on Saturday, November 1, 2025.
Based on state weather bureau PAGASA forecast, “Tino” is expected to enter PAR on November 2, 2025, make landfall over Caraga and Eastern Visayas regions on November 3, 2025, and cross Cebu by November 4, 2025.
PAGASA said that the system may intensify into a typhoon before exiting PAR by November 6, 2025.
Governor Pamela Baricuatro directed the Provincial Disaster Risk Reduction and Management Council (PDRRMC) for “heightened vigilance, citing the likelihood of heavy rainfall, thunderstorms, flooding, and landslides, particularly in high-risk and mountainous areas,” according to the Capitol PIO post on Cebu Province, the official news portal of the Cebu Provincial Government.
The PDRRMO will conduct pre-disaster risk assessments, activate the Emergency Operations Center by November 3, 2025 and coordinate closely with the Office of Civil Defense (OCD), PAGASA, and Local Government Units (LGUs).
“The province will utilize all available communication systems — including mobile networks, radio, and satellite devices like Starlink — to ensure clear coordination across agencies. Officials also underscored full implementation of the Incident Command System (ICS) to maintain a unified response structure,” the Capitol PIO said.
