Governor Pamela Baricuatro has ordered the activation of a special disaster preparedness and response plan specifically for 11 towns and a city in northern Cebu still recovering from the September 30, 2025 earthquake. 

The activation of a special disaster and response plan is in preparation for Tropical Depression “Tino” expected to enter the Philippine Area of Responsibility on November 2, 2025, and has the potential to intensify into a typhoon as it crosses Cebu.

According to the Cebu Provincial Information Office (PIO), through Capitol’s Cebu Province page, the plan is separate from the province-wide disaster operations, recognizing the “heightened vulnerability of quake-affected areas where thousands of residents remain in Tent Cities and temporary shelters.”

The plan covers special protection of Bogo City and the Municipalities of Sogod, Tabogon, Borbon, San Remigio, Tabuelan, Medellin, Daanbantayan, Santa Fe, Bantayan,  and Madridejos that have been affected heavily by the magnitude 6.9 earthquake. 

“Provincial authorities noted that these communities face secondary risks from the incoming storm, including flooding, landslides, debris flow, and potential structural collapse,” Capitol PIO said.

“Officials stressed that the unique conditions of earthquake-displaced families demand heightened preparedness, with many communities still rebuilding and living in temporary structures,” it added.

While Cebu has already activated its province-wide disaster protocols, the special emergency plan ensures “intensified monitoring and faster response for quake-affected LGUs, where risks are significantly higher.”

The Provincial Disaster Risk Reduction and Management Council reiterated that “lifesaving will always be the priority,” with a commitment to immediate evacuation, continuous supply support, and rapid mobilization of medical and engineering teams, PIO said further.
