Work in government offices and classes in all levels, both private and public schools, in the provinces of Surigao del Norte and Dinagat Islands are suspended starting Monday, November 3, 2025 due to the threat of Tropical Storm Tino.

In an advisory issued afternoon on Sunday, November 2, the Provincial Government of Surigao del Norte said the suspension is in accordance with Executive Order No. 66, s.2012, DepEd Order No. 22, s. 2024, and relevant provisions of the Local Government Code.

The suspension also covers work in the private sector and will remain in effect until weather conditions improve and are deemed safe.

The provincial government said the suspension aims to ensure the welfare and safety of students and workers.

“Work and classes in all levels, both public and private schools across the Province of Surigao del Norte are suspended on November 3, 2025 (Monday) due to Tropical Cyclone TINO. This suspension also includes work in the Government and Private Sectors,” the advisory said.

However, the provincial government said operations of agencies responsible for basic, essential, emergency and health services, and preparedness and response duties will continue.

“Everyone is advised to stay alert, follow safety guidelines, and collaborate with local authorities as we closely monitor the situation,” the provincial government added.

Meanwhile, classes in all levels in both public and private schools and work in government offices in Dinagat Islands are also suspended until further notice.

Operations in government offices engaged in the delivery of basic and emergency services, including health and medical services, peace and order and public safety units, engineering, public works, and utilities personnel, will also remain operational.

Private sector employers are also encouraged to implement similar measures to ensure employee safety.

Under the executive order issued by Governor Nilo Demerey Jr., all provincial disaster risk reduction and management response clusters have been activated to ensure the timely delivery of response operations and humanitarian assistance.

The Incident Management Team and Rapid Damage Assessment and Need Analysis (RDANA) Team have also been prepositioned.

The order also said that all concerned local government units, national government agencies, and other stakeholders are also ordered to conduct the following precautionary measures:

• Preemptive evacuation of residents living in area identified as prone to landslides, flooding, and storm surges

• Strict implementation of the non-sailing policy

• Clearing of hazardous trees

• Heightened monitoring and preparedness

• Activation of response and health units

• Security of fishing boats

• Protection of livelihood and agriculture

• Community preparedness

• Maintenance of order in evacuation centers

Signal No. 1 was hoisted over four areas in Eastern Samar and Mindanao as Tropical Storm Tino is expected to make landfall in the province on Monday, PAGASA said late Sunday morning.

Based on the state weather bureau’s 11 a.m. weather bulletin, the three areas in Mindanao are Dinagat Islands and Siargao and Bucas Grande Islands.

Tino was located 955 km east of Eastern Visayas, and is carrying maximum sustained winds of 85 km/h near the center and gusts of up to 105 km/h, and is moving westward at 30 km/h.
