State weather bureau PAGASA has issued Storm Surge Warning Number 4 on high-risk life-threatening storm surge that may occur in the next 48 hours in areas of the Visayas and Caraga regions.

The storm surge warning was issued at 8 a.m. on Monday, November 3, 2025. 

PAGASA said that there is a possibility of inundation from rising sea water along with high waves in low-lying coastal communities in the provinces/municipalities of:

* Estimated storm surge heights: more than 3 meters

DINAGAT ISLANDS, EASTERN SAMAR, LEYTE, SAMAR (WESTERN SAMAR), SURIGAO DEL NORTE

* Estimated storm surge heights: 2.1-3 meters

EASTERN SAMAR, NORTHERN SAMAR, SOUTHERN LEYTE, SURIGAO DEL NORTE

Estimated storm surge heights: 1-2 meters
