Mandatory evacuation is enforced in the Municipality of Guiuan, Province of Eastern Samar on Monday, November 3, 2025.
Tropical Cyclone Wind Signal No. 3 was raised over the southeastern portion of Eastern Samar, specifically Guiuan and Mercedes towns, as #TinoPH intensifies into a typhoon.
The threat of a storm surge is of highest probability, based on PAGASA's weather advisory at 11 a.m. on Monday, November 3, 2025.
Mandatory evacuation is enforced for all households in coastal and flood-prone areas.
The Local Government Unit (LGU) of Guiuan has identified government and private facilities deemed structurally sound as evacuation centers such as the Sirungan han Guiuan, ESSU-Guiuan Campus, and three classrooms at St. Mary’s Academy.
“These LGU-managed evacuation centers have assigned camp managers to oversee operations. Also, the BLGUs have designated evacuation centers, mostly barangay halls, health centers, classrooms, and private homes that have opened their doors to evacuees,” the LGU post said.
“Currently, the Sirungan han Guiuan is at full capacity. Incoming evacuees will be redirected to the next available center. The public is advised that the time to evacuate is now while weather conditions are still favorable for movement and still safe for the Emergency Response Teams and vehicles of the LGU,” the LGU emphasized.
