The province of Dinagat Islands and Siargao and Bucas Grande Islands in Surigao del Norte have been placed under Tropical Cyclone Wind Signal No.4, according to PAGASA’s Tropical Cyclone Bulletin Nr. 7 issued at 2 p.m. on Monday, November 3, 2025.

PAGASA said #TinoPH maintains its strength as it moves westward over the Philippine Sea. It was spotted 235 kilometers east-southeast of Guiuan, Eastern Samar.

#TinoPH has a maximum sustained winds of 120 km/h near and gustiness of up to 150 km/h.

Meanwhile, PAGASA said a high risk of life-threatening storm surge may occur within the next 36 hours.

The state weather bureau added that there is also a possibility of inundation from rising sea water along with high waves in the low-lying coastal communities in the following towns:

  • Dinagat Islands, Eastern Samar, Leyte, Samar (Western Samar), Southern Leyte, Surigao del Norte

Estimated storm surge heights of 2.1-3 meters:

  • Agusan del Norte, Aklan, Antique, Biiran, Bohol, Camiguin, Capiz, Cebu, Guimaras, Iloilo, Leyte, Masbate, Misamis Oriental, Negros Occidental, Negros Oriental, Occidental Mindoro, Oriental Mindoro, Palawan, Romblon, Samar (Western Samar), Siquijor, Southern Leyte, Surigao del Sur, Northern Samar

“The public and the disaster risk reduction and management offices concerned are advised to take appropriate actions and precautionary measures,” PAGASA said.
