Cebu City Mayor Nestor Archival called for help evening on November 4, 2025 hours after Typhoon Tino triggered massive flooding in parts of the city.

At least nine people died in Cebu City, as reported by the Cebu City Disaster Risk Reduction and Management Office (CCDRRMO), as of November 4.

The nine are from different barangays.

In a Facebook post, the mayor said roads in the mountain barangays have become impassable after soil and rocks got eroded at the height of #TinoPH.

This is the reason why the city government reportedly has had a difficult time bringing aid to residents in the mountain barangays.

“Our equipment and personnel are already on the ground but we still need more help. Daghang dalan ang dili pa maagian karon, labi na sa mga mountain barangays. This is one of the reasons why maglisod pa ta sa paghatod ug tabang,” he said.

Archival said the city is in need of the following:

  • Heavy equipment
  • Volunteer drivers for heavy equipment
  • Volunteers for clearing operations

He also urged those who can lend a hand to approach the mayor’s office at the City Hall.

“Together, let’s bring back order and hope sa atong pinalanggang Sugbo,” he said.

“At the same time, our donation booth in front of the Legislative Building will also be open starting 8:00 AM tomorrow for those who wish to extend assistance to the typhoon victims. We will be accepting food, drinking water, hygiene kits, blankets, tents, and other basic necessities… Many families are struggling right now because of the typhoon. Nawagtangan ug balay, kuryente, ug kasigurohan. Even the smallest help can bring great joy and hope as they try to rebuild their lives."
