Officials of the Department of Public Works and Highways (DPWH) and Independent Commission for Infrastructure (ICI) inspected two infrastructure projects in Davao City on Wednesday, November 5, 2025.

DPWH Undersecretary Arthur Bisnar and ICI Special Adviser Rodolfo Azurin, Jr., and Baguio City Mayor Benjamin Magalong inspected the road slope protection structure, including the installation of rockfall netting, at Junction Shrine Hills along the Davao City Diversion Road.

During inspection, the team assessed possible defects and checked if the materials used met the specifications stated in the DPWH contract.

Samples of cyclone wire and nets were also collected.

“Possible na mga defects, possible na mga materyales na supposedly na ginagamit na naaayon sa specification na nasa kontrata ng DPWH na pinirmahan ng contractors,” Azurin said.

The team also inspected the damaged portion of the flood control project along the Davao River in Matina Gravahan.

The project, which was completed in May 2023, was damaged in January 2024 after heavy flooding and debris flow hit the area.

DPWH-11 explained earlier that repairs were delayed due to road right-of-way issues.

The materials collected will undergo testing to determine whether the quality of materials used in the projects meets the required standards.

“Dahil nga sa nasira, so, tignan natin kung ano ang cause ng pagkasira. If it has something to do with the materials na ginamit or hindi tama ‘yung timpla ng semento. I think we have to review ‘yung kontrata para sa ganun madetermine ano ang pwede nating gagawin na sanction doon sa mga contractors as well as ‘yung mga supposedly nag-implement ng project,” Azurin added.

DPWH also ordered the replacement of a wooden footbridge near the area with a pedestrian steel bridge following reports of accidents involving residents who fell while crossing.

“Sa pamununo ni Sec. Vince Dizon ay patuloy na tutulong at susuporta sa imbestigasyon na ginagawa ng ICI,” Bisnar said.

ICI added that the inspection in Davao City is part of their nationwide assessments of infrastructure projects.
