Typhoon Tino (international name: Kalmaegi) has also affected severely areas in the Third Congressional District of Cebu Province, such as Barangays Combado and Nangka in Balamban town and Barangay Owak in Asturias town.
Mayor Dana Andrew (Dongkoy) Dumdum of Asturias and Vice Mayor Alfie Binghay of Balamban both said that a flash flood occurred in the three barangays, as #TinoPH crossed Cebu Island on November 4, 2025.
In matter of minutes, the water level rose swiftly to about seven-foot deep, or higher than the height of an average person, inundating the highway in Nangka and Owak, the officials said.
Houses were washed out, trees were uprooted, vehicles were swept away.
Clearing is ongoing as of this writing, which makes traffic heavy in the affected areas.
Further, the Transcentral Highway and Talisay City-Toledo City Wharf Road via Manipis remain inaccessible. Naga-Uling Road is the only access to get to Balamban and Asturias, as of posting time.
Cebu Third District Rep. Karen Hope Garcia delivered relief assistance to affected municipalities, and checked for other assistance needed, along with officials of the Department of Public Works and Highways (DPWH) 3rd Engineering District.
“Amping lang ta pirmi, Tersero. Sa kalipay ug sa kalisod, labi na gyud sa kalisod,” Garcia said in a post.
