The Municipality of Balamban in midwest Cebu has been cut off as landslides and power outages were reported; eight were confirmed dead, while 15 are missing.
Eight persons have been reported dead, four injured, and 15 others remain missing following the onslaught of Typhoon Tino on November 4, 2025, according to Col. Dennis Francis Pastor, chief of the Cebu Provincial Disaster Risk Reduction and Management Office (PDRRMO) in a post on Cebu Province on Thursday, November 6, 2025.
Pastor said that the figures came from "Capitol personnel deployed to the municipality, which has become isolated because of the havoc wreaked by the typhoon."
Initial reports showed that 29 barangays sustained heavy damage, while 33 evacuation centers have been opened, currently housing 2,216 individuals from 567 displaced families, Pastor added.
Pastor also said that the Transcentral Highway has "remained impassable due to multiple landslides, with clearing operations ongoing in Barangays Cansomoroy and Gaas in Balamban, as well as Barangay Uling in the City of Naga – all vital routes in and out of Midwest Cebu."
Further, Capitol Provincial Information Office pointed out that barangays in Balamban are experiencing power outages and communication disruptions, resulting in water supply interruption, and that the town’s port area is the only site with intermittent signal access.
"The Provincial Government has mobilized personnel and heavy equipment to help clear roads of mud and debris so that relief and rescue operations can reach the isolated midwestern communities as soon as possible," PIO added.
