President Ferdinand Marcos, Jr. has ordered an investigation into the effectiveness of flood control projects in Cebu after the province was submerged in floods at the height of Typhoon Tino’s onslaught, said a GMA News Online report.
In a Palace press briefing on November 5, 2025, Palace Press Officer Undersecretary Atty. Claire Castro cited data from the Department of Public Works and Highways (DPWH) that there were 343 flood control projects built in the province from 2016 to 2022, and 168 projects constructed from 2023 to 2025.
Castro said two of the 343 flood control projects were terminated, while 55 of the 168 flood mitigation measures are still ongoing.
“Iyan po ang dahilan kung bakit po nagpapaimbestiga ang Pangulong Marcos, Jr. dahil nakita niya po iyong epekto, may mga budget na inilaan para dito pero parang hindi gumagana,” Castro said.
The Palace official then called on Cebu Governor Pamela Baricuatro to help the national government investigate the flood control projects in her province, the report added.
“Kaya mas maganda po, kung siya po ay nagagalit, yan din po ang nararamdaman ng Pangulong Marcos, Jr. at kung mayroon pa po siyang mga alam, mga facts, mga data po si Governor para dito na mas makakatulong sa ating gobyerno para mapanagot, yan po ay welcome,” Castro said.
In a separate press conference, House public accounts chairperson Terry Ridon called on the Independent Commission on Infrastructure (ICI) and the DPWH to inspect the flood control projects in Cebu amid the massive flooding that killed scores of people during the onslaught of #TinoPH.
“It is very important that the ICI pay a visit to Cebu and other Tino-affected areas so they can see and inspect which flood control projects are functioning or those which did not work. To be very clear, one of the top 15 contractors mentioned by the President, QM Builders, is based in Cebu, so the projects built by them should be scrutinized,” Ridon said.
“The ICI is already aware of the template on how kickbacks and corruption work with the testimonies they got concerning Bulacan flood control projects. Most certainly, they can apply the same investigation template here,” he added.
Earlier, Baricuatro took to social media to lament the effects of Typhoon Tino on her province, which was submerged in deep floods.
“P26 billion in flood control funds for Cebu yet we are flooded to the max,” she said in a Facebook post on November 4, 2025.
She also called for a review of flood control projects in the province following reports of severe floods in areas with flood mitigation systems.
Meanwhile, the Palace said Marcos will visit Cebu to inspect and extend aid to the typhoon victims.
“Ang Pangulo po ay handang tumulong kahit kanino. Basta po kinakailangan ng tulong ng gobyerno, kahit ano po,” Castro said.
Typhoon Tino caused massive flooding and power outages in several towns of Cebu, displacing at least 119,000 individuals with at least 48 reported dead within the province.
The flooding was described as “one of the worst” in the island’s recent history.
