While residents along coastal areas in Dumangas, Iloilo are trying to recover from the impact of Typhoon Tino that battered Panay Island on November 4, 2025, they brace once more for another typhoon that has the potential to intensify into a super typhoon.

Dumangas is one of areas in Iloilo placed under Tropical Cyclone Wind Signal Number 1 because of the threats posed by Typhoon Uwan (international name: Fung-Wong).

Other towns and cities in Panay Island and Negros Occidental are placed under Wind Signal Number 1 as well.

Ben Demoni, a resident, said that while they are yet repairing their house destroyed by strong winds during Typhoon Tino’s onslaught, Typhoon Uwan has the tendency to destroy it again.

Demoni said they had to stop the repair works temporarily.

"Amo na gani, daw wala pa gani basi maguba naman bala haw (Yun nga, hindi pa nga kami nakabangon baka masira na naman),” Demoni stressed.

Ruben Depamaylo, another resident, made sure his roof would not be blown again by strong winds. Previously, galvanized corrugated sheets he used for roofing were blown by Typhoon Tino.

“Ginabutangan ko sang mga kawayan para nga indi siya madala kun maghangin. Sige ang pamanting [to place bunting] ko kay kun indi basi madisgrasya naman (Nilagyan ko ng kawayan ang bubong para hindi tangayin ng hangin. Nilalagyan ko din ng harang ang bubong kasi ‘pag hindi, baka madisgrasya ulit),” Depamaylo pointed out.

Municipal Disaster Risk Reduction and Management Office (MDRRMO) Dumangas is on standby for possible preemptive evacuation.

Rescue boats and other equipment are prepositioned for quick response.

“Ang aton nga mga gamit ara man dira. Naka-steady man ang aton nga mga rubber boats, ang isa naton ka fiberglass boat ara na sa Philippine Coast Guard para ingkaso gamiton kag may ari man kami diri in case of emergency (Ang mga gamit natin naka-steady naman diyan. Ang mga rubber boats natin, ang isang fiber glass boat nandoon sa Philippine Coast Guard para kung kakailanganin man ay nakahanda na at meron din kami dito in case of emergency,” Arande Detablan, head of MDRRMO Dumangas, said.

Stranded trucks queued up at Dumangas Port after trips of roll on-roll off (ro-ro) vessels were suspended.

Rogelio Balsomo, a driver, is already at the port since dawn on Saturday, November 8, 2025.

“Budlay man eh kay na-stranded kami diri mo (Mahirap kasi stranded kami),” Balsomo said.

A family about to embark on a vacation in Bacolod City had to deal with the cancellation of trips.

"Medyo nadismaya guid kami kay siyempre matabok kami. Excited kami tapos pag-abot namon diri amo na ang nabaton namon nga balita, nga wala biyahe (Medyo nadismaya kami kasi siyempre tatawid sana kami. Excited na sana kami tapos pagdating dito ‘yan ang dadatnan naming balita, na walang biyahe,” Maychell Labordo, a passenger, said.

The town's evacuation center is already prepared for the possible swarm of stranded passengers, aside from evacuees.
