The torrential rains dumped by Typhoon Tino (international name: Kalmaegi) triggered floods in an upland barangay of Cebu City, not just in the city proper.
Raging floodwaters hit Barangay Lusaran, about 30 kilometers away from the city.
Private vehicles were swept away, houses were destroyed including a commercial center.
Vehicles of Barangay Lusaran were also washed away, including a new coaster and an ambulance. Heavy equipment were buried in mud.
A major waterway overflowed dawn on November 4, 2025. The bridge was severed.
A makeshift bridge was constructed in its stead for residents and motorcycles to pass through.
Raging floodwaters reportedly swept away at least 19 houses. No casualty was reported, but one was reported missing.
According to Lusaran Barangay Chairman Austin Partulan, they did not expect an excessive amount of rain, though they warned residents to evacuate to safer grounds.
“Karong higayona lisod kay nahurot man kay ang mga dagkong tindahan kuan sa tubig (ngayon mahirap ang sitwasyon namin dito dahil wasak ang mga malalaking tindahan, walang tubig maiinom),” Partulan said.
Partulan’s family almost drowned in the flood when floodwaters rose to the second floor of their house. The ceiling was destroyed for members of the family, including three children, to gain access to the crawlspace, or shallow attic. A portion of the roof was destroyed for them to proceed to the rooftop.
“Ang mga bata man gagmay naa ko’y bata tulo, ang kinamaguwangan sais, ang manghod kwatro, ang kinamanghoran nine months, maglisod gyud mi kung sa akong kaugalingon mahimo ra nako pero naa man ta’y bata gamay (Ang mga bata maliliit pa mayro’n akong tatlo - ang eldest six, ang sumunod four, at ang bunso ay nine months, mahirap talaga. Kung ako lang kakayanin ko pero may maliliit na mga bata),” Carlo Partulan, the barangay chairman’s son, narrated.
Meanwhile, Erlin Archival, a senior citizen, appealed for food and water after surviving the flood.
“Maglisod na mi kay niabot naman sa ring ang tubig niingon akong ig-agaw nga manglatay ta, maningkamot nga moabot sa atop sa barangay. Mao to nilatay mi (Nahirapan kami dahil umabot na dito ang tubig sabi ng aking pinsan, akyat kami sa itaas ng bubong at bumaybay hanggang naabot namin ang bubungan ng barangay),” Archival said.
Meanwhile, a few Local Government Units (LGUs) in Cebu Province brace for the possible effects of Typhoon Uwan (international name: Fung-Wong). Balamban is among LGUs that has already implemented preemptive evacuation.
Residents in high-risk areas were taken to evacuation centers morning on November 8, 2025.
The Cebu Provincial Government has urged local officials to pursue preemptive evacuation to ensure safety from the possible effects of Typhoon Uwan.
