President Ferdinand Marcos, Jr. has declared a one year state of national calamity due to Typhoon Tino, which battered the Visayas island in early November 2025, upon the recommendation of the National Disaster Risk Reduction and Management Council (NDRRMC). 

Proclamation No. 1077 orders all government agencies to carry out continuous, urgent response and critical recovery measures for disaster-stricken areas. 

“All concerned agencies and instrumentalities of the National Government are hereby directed to continuously undertake urgent and critical disaster response to save lives, reduce health impacts, ensure public safety and meet the basic subsistence needs of the people affected and to implement post-disaster recovery measures to ensure normalcy, and improve facilities, livelihood and living conditions of disaster-stricken communities, in accordance with pertinent operational plans and directives,” the document reads. 

“All departments and other concerned government agencies are also hereby directed to coordinate with, and provide or augment the basic services and facilities of affected local government units, and facilitate private sector and international assistance, as may be necessary, in accordance with laws, rules, and regulations,” it adds. 

To recall, Marcos earlier approved the recommendation to declare a state of national calamity due to the onslaught of Typhoon Tino.

Data from the Office of Civil Defense showed that 224 individuals reportedly died due to Tino. The highest reported death was recorded in Cebu with 158.

Meanwhile, the Department of Agriculture said that agricultural damage due to the typhoon is estimated to be 159.14 million, affecting 5,982 farmers, with a volume of production loss at 6,578 metric tons and 3,547 hectares of agricultural areas.

Further, the proclamation orders the law enforcement together with the Armed Forces of the Philippines “to undertake all necessary measures to ensure peace and order in affected areas, as may be necessary.” 

The state of national calamity shall remain in force and in effect unless lifted by the President. 

The Office of the President will provide P760 million cash assistance to local government units affected by Typhoon Tino, Palace Press Officer Undersecretary, Atty. Claire Castro, said earlier.
