Strong winds and heavy rains brought by Super Typhoon #UwanPH battered Dagupan City evening on Sunday, November 9, 2025, toppling trees, tearing off roofs, and cutting power across several areas.

Residents feared the intense winds and downpour as trees swayed violently and debris littered the streets. Even solar panels were damaged by the typhoon’s strength. Rescue operations continued through the night to evacuate affected families in several barangays.

Barangay Malued Chairperson Filipina Delos Santos said many residents decided to leave their homes voluntarily for the first time due to fear of the storm’s impact.

“Kasi ayaw din natin na magsisi sila kasi laging ganito. First time nila na mag-evacuate, lagi natin silang pinipilit pero for the first time sila na po mismo ang nagsabi kasi natakot din po sila,” she said.

Some residents sought shelter at the People’s Astrodome, which served as one of the city’s evacuation centers.

Angelette Lazo, an evacuee, said they were ordered to evacuate early as a precaution.

“Pinalikas po kasi kami ng kapitan namin dahil sa bagyo. Tas yung nangyari sa Cebu, baka mangyari rin dito kaya pinalikas po kami sa barangay namin,” she said.

Residents also joined clearing operations in Barangay Bonuan Gueset, where fallen trees and debris blocked portions of Perez Boulevard.

The city experienced power interruptions during the height of the typhoon, but emergency teams continued their operations amid challenging conditions.

Meanwhile in Pampanga, strong winds and heavy rains also hit several towns overnight. A telecom post fell in Barangay Candatin, Arayat, while local governments in San Simon and San Fernando conducted widespread monitoring, assessment, and evacuation to ensure residents’ safety.

According to the Pampanga Provincial Disaster Risk Reduction and Management Office (PDRRMO), over 1,700 families were affected by the storm across the province.

In Tarlac, strong winds toppled Christmas belen displays and tree branches at an elementary school in Pura town, while residents in Olongapo City worked together to clear fallen branches and other debris.

Authorities continue to urge the public to stay alert and vigilant amid the unpredictable weather.

On Monday, November 10, Dagupan City was officially placed under a state of calamity due to the severe damage caused by Typhoon Uwan.
