Several areas in Dagupan City were flooded early Monday, November 10, 2025, as Typhoon #UwanPH triggered a strong storm surge, forcing residents to evacuate and making rescue efforts difficult for village officials.

The National Disaster Risk Reduction and Management Council (NDRRMC) issued another storm surge advisory, warning that coastal areas in Pangasinan may experience waves as high as one to three meters.

Barangay Bonuan Gueset officials said the sudden rise of seawater made their rescue operations an all-day effort.

“Lahat po sila tumulong, tulong-tulong po kami para makuha ‘yung mga ka-barangay natin sa mga low-lying area lalo na sa tabing-dagat. Maghapon naming hinakot sila,” Barangay Chairman Noel Bumanglag said.

Waves pushed water inland, reaching chest level in some areas. Many residents rushed to evacuation centers as water entered their homes.

“‘Yung bahay namin, pinasok ng baha. Eh, wala kaming matutulugan. Lahat ng damit namin basa, lahat,” Delia Vesacruz, an evacuee, said.

The storm surge affected not only the coastline but also parts of the city center and several interior barangays. High tide made the flooding worse, leaving motorists and residents struggling to move through the water.

“May case na rin ng leptos dito kaya for safety rin, kailangan na magsuot ng bota kahit mababa ‘yung baha,” Jessica Tandoc, a resident, said.

With more families seeking shelter, Pangasinan’s PDRRMO remains under red alert status and continues to advise the public to stay cautious.

“Highly recommended pa rin ‘yung evacuation. Pumunta sa pinakamalapit na evacuation center para sa kanilang kaligtasan,” Avenix Arenas, Pangasinan Assistant DRRM Officer, said.
