Personnel of the Department of Environment and Natural Resources (DENR) 7, along with the City Environment and Natural Resources Office (CENRO), and officials of Barangay Guadalupe in Cebu City have conducted an inspection on the water retention pond of Monterrazas de Cebu, following massive flooding as Typhoon Tino barreled through Cebu on November 4, 2025.
A video taken by netizen, Carmel Getubig, showed that the flooding almost reached the roofs of houses.
The flooding occurred on 7th Street Guadalajara in Barangay Guadalupe that affected over 20 houses.
The strong current devastated a perimeter wall behind the houses.
Residents said that it was the first time they experienced deep flooding and with strong current.
Residents worry that the situation would worsen every time a storm hits Cebu.
The area is right below an upscale residential project dubbed “Monterrazas de Cebu.”
Residents surmised that the high-end development contributed to the massive flooding.
Investigation began on November 7, 2025.
On November 5, a resolution passed by Barangay Guadalupe Sangguniang Kabataan (SK) Chairman Matthew Jose Estenzo on an investigation into Monterrazas de Cebu’s water retention pond was approved on mass motion.
Estenzo, through the resolution, seeks to pad a repeat of the incident.
He also hopes that the Local Government Unit (LGU) will conduct its own investigation on the project tagged ironically as a “development project” on Cebu City’s hills.
GMA Regional TV Balitang Bisdak tried to get a statement from the management of Monterrazas de Cebu, but was told by the security guard that no one is available.
Meanwhile, the Cebu City LGU has launched its own probe into the project based on mounting complaints on the massive flooding.
Earlier, DENR has ordered an investigation on the project after the flooding.
