House Infrastructure Committee co-chairman, Rep. Terry Ridon, has identified alleged questionable flood control projects in Davao Occidental, based on documents from the Department of Public Works and Highways (DPWH) and reports from local residents.
Among the flood control structures he identified is the project in Barangay Kinangan, Malita town, which was scheduled to begin in February 2025 but reportedly has not started.
“This is a typically new project. Ito po ay Feb 2025 project. Pero, ito nga po, this has been looked into and nakita na wala pa rin po nagagawang proyekto rito…ito rin po yung area na nagrereklamo si Secretary Dizon kung saan po meron pong mga proyekto na parang mga ghost projects,” Ridon said.
Ridon also cited other unfinished and what he called as “poorly situated projects” in the province from 2021 to 2023.
“Poorly situated projects, these structures don't protect vital assets. It increases flooding downstream. So ibig sabihin, these projects should not have been proposed from the beginning. Kasi nga, sa totoo lang, wala ho yung pakinabang sa mga tao,” Ridon added.
He also identified a few incomplete flood control projects in Davao City, including a revetment along Matina Pangi Road section.
Residents told GMA Regional TV One Mindanao that part of the structure remains disconnected.
“Wala gyud na nisangko didto gamay na lang mana didto maam pero wala gyud nasangko ambot ngano wala pud mi kabalo,” a resident said.
“Naa gyud siyay alibyo kay sauna wala paning dike diretso man sa kabalayan. Kana daw diha naa daw nibabag wala lagi klaro di daw musugot ang tag-iya ana,” another resident added.
Matina Pangi Chairman Benjamin Badon confirmed that the uncompleted section faced road right-of-way issues but expressed support for a full investigation.
DPWH-11 declined to comment.
However, the agency’s online transparency portal lists the Matina Pangi revetment project as complete, with a contract amount of P94.5 million. The contractor, Genesis Construction Inc., had a contract from February 20, 2023 to November 29, 2023.
The project falls under Davao City First District Rep. Paolo Duterte, who has yet to issue a statement, as of this writing.
Duterte earlier maintained that there are no ghost projects in Davao City, and that all projects have been audited by the Commission on Audit (COA) and documented by DPWH-11.
Ridon said that his disclosure is not politically motivated.
