The Senate Blue Ribbon Committee tackled the severe flooding in Cebu at Typhoon Tino’s onslaught during the resumption of its hearing on anomalous flood control projects.
Amid the controversy on flood control projects, the Senate Blue Ribbon Committee raised the massive flooding in Cebu on November 4, 2025 during its hearing on Friday, November 14.
Senator Risa Hontiveros, deputy majority leader, questioned the Department of Public Works and Highways (DPWH), citing that despite billions of pesos allocated for flood control projects in Cebu, the massive flooding occurred leading to scores of lives lost and destruction to property.
“Given that scale of investment in the last three years, in the last decade, Sir, sheer volume of flood control projects supposedly in place to keep our people safe, bakit umabot sa ganito, kamatayan, nasaktan ang tao, nasira ‘yong mga bahay at ibang istraktura,” Hontiveros said.
According to DPWH Undersecretary Arthur Bisnar that the probe initiated by DPWH Secretary Vince Dizon is ongoing.
Bisnar shares in Dizon’s statement that the flood control projects are a failure to mitigate the massive flooding in Cebu.
“Despite ‘yong ganito kalaking budget, dami ang flood control projects, ang nakikita po natin sa pangyayari, is ineffective po itong mga proyektong ginawa sa Cebu,” Bisnar said.
Following the flooding, Hontiveros asked Bisnar whether it is appropriate to hold accountable the contractors of flood control projects which caused trouble and misery to the people of Cebu.
Bisnar said that contractors must be held liable.
”At i-consider na ang nangyari ay homicidal negligence at dahil doon dapat talagang bigyan ng danyos ang mga kababayan natin, ang kanilang mga mahal sa buhay, dahil sa kapalpakan ng mga contractor,” Hontiveros stressed.
