The Independent Commission for Infrastructure (ICI) found defects in several flood control projects in Nueva Era and Vintar, Ilocos Norte during an inspection led by ICI Special Adviser Rodolfo Azurin Jr. and DPWH Regional Operations Undersecretary Arthur Bisnar.

The team inspected a flood control project linked to the Discaya family, which was earlier reported to Sumbungan ng Pangulo. ICI noted that some damaged portions had already been repaired after past storms.

However, they also found poorly built sections, including exposed steel bars and cracked concrete along the dike.

Azurin said an engineer will remain on-site to check if the work followed the approved plans and specifications.

ICI also inspected flood control structures in Barangay Alsem, Vintar. Azurin added that repairs there were already completed, but the group observed inconsistent designs along the same river despite it having a straight flow.

According to ICI, the repairs fall under the projects’ warranty.
