Officials of the Independent Commission for Infrastructure (ICI) and the Department of Public Works and Highways (DPWH) inspected flood control projects in Cebu on Sunday, November 16, 2025, or nearly two weeks after severe flooding occurred during Typhoon Tino's onslaught.
ICI first checked flood control structures in Barangay Tabok and Barangay Alang-alang in Mandaue City where the Butuanon River is.
The Butuanon River is a major waterway in the city that overflowed, inundated and destroyed hundreds of houses in the city on November 4, 2025.
Officials proceeded to Barangay Tamiao, Compostela town where over 20 individuals perished in raging floodwaters. They also checked flood control structures in Liloan town which posted the highest death toll in Cebu Province at 37.
In the City of Talisay, the officials inspected Mananga River which swelled and claimed seven persons, as floodwaters inundated riverside communities and subdivisions.
According to General Rodolfo Azurin, Jr., ICI special adviser, they saw that the masterplan for river basins was not followed in the entire country and that the DPWH focused on revetment.
ICI has assured immediate repair of devastated flood control structures and to hold accountable the negligent officials and contractors behind the projects that failed.
