The local government of Cagayan de Oro City is set to reopen the bidding for the abandoned P64 million Mega Health Center project in Macanhan, Barangay Carmen.

According to the City Information Office (CIO), the rebidding will take place in November or in early December 2025.

CIO said Mayor Rolando Uy has ordered to continue the project in 2026 after terminating the contract on August 11, 2025.

Engineer Joel Momongan, head of the City Engineering Office, explained that funds are available, but the project was not finished due to lack of commitment from the previous contractor.

He said the contractor started the project in early March 2024, which is why steel beams can be seen at the site. It was supposed to be completed in January 2025.

However, the work stopped suddenly, and the contractor abandoned it for several months, prompting the local government to issue notices.

“Sa kalit gibiyaan ni giundangan so delay for how many months naghatag kita notice niini wala gihapon nila tumana wala nila trabahoa kining pag construct niini pagpadayon so nag notice napud tag third notice. Wala naman tay choice ang atong mahimo ani is gi-abandon gyud sa contractor in short mao na nahitabo karon nga naa tay termination well in fact terminated na kani nga project since August pa,” Momongan said.

Uy’s son, Barangay Carmen chairman Raineir Joaquin, said earlier that the delay was due partly to changes in political leadership in the first district. He claimed that the budget was allocated when his father was still the congressman.

“Since naa naman bag-o nga congressman unya karon nausab ang plano. So nawala ang endorsement kay since national project ug national budget funded by the DOH naa man gyud endorsement sa congressman,” the younger Uy said.

However, incumbent Congressman Lordan Suan, denied Uy’s claim.

“Bakak man na. Iyang papa nag-groundbreaking ana as mayor and yet moingon siya napondohan daw sa congressman pa iyang papa,” Suan said.

Momongan said that the mayor has ordered the rebidding of the remaining portion of the contract so construction can resume in 2026.

“Kung unsa ang in place, i-minus nato sa original nga contract so mao nay i-rebid nato og balik… mangita na pud ta lain contractor then Phase 1 lang kini. Ang mando ni mayor sa ato is within the year… hopefully, ma-bidding na ni kay para masugdan next year aron matibawas na kini nga proyekto,” Momongan said.

The local government said the project is expected to be completed by July 2026.

Once finished, the health facility will include an emergency room, laboratory, animal bite, outpatient, and other medical services.
