Elizabeth Espinosa could not hold back her tears as she looked at what remained of her home in Barangay Sabangan, Binmaley, one of many destroyed when Super Typhoon #UwanPH’s storm surge swept through the coastal community.

Her family escaped narrowly before strong winds and towering waves tore their house apart and washed their belongings away.

“Unti-unti kaming babangon hangga’t may mga tutulong sa amin,” Espinosa said.

She was among the residents who received government assistance on Monday, November 17, 2025, led by Special Assistant to the President Anton Lagdameo together with several Cabinet secretaries.

For many survivors, the assistance offers a critical lifeline as they begin rebuilding their lives.

“Masaya kami na nabigyan din kami ng tulong,” Rebecca Zulueta, a resident, said.

Government officials also visited schools that were damaged and neighborhoods that were affected heavily to assess the needs of residents further.

The Center for Health Development (CHD) Region 1 has set up medical missions, offering free check-ups and medicines to residents.

“May mga medical assistance tayo na binibigay, and also may mga pharmacist tayo diyan para mabigyan sila ng gamot,” Dr. Paula Paz Sydiongco, regional director of the Department of Health–Ilocos Region, said.

A total of 6,097 individuals in Binmaley received aid during the rollout.
