The Talisay City Government in Cebu has identified a relocation site for affected residents who are now prohibited from rebuilding their houses in the vicinity of waterways, or floodways.

Talisay City Mayor Gerald Anthony (Samsam) Gullas met with barangay chairmen of communities affected severely by the intense flood on November 4, 2025 triggered by Typhoon Tino.

These barangays are Lagtang, Lawaan III (Tres), Tabunok, San Isidro, Lawaan II (Dos), Mohon, Biasong, and Dumlog. The meeting was with the presence of officials of the Local Housing Board of Talisay City and the president of the Association of Barangay Councils (ABC).

The meeting tackled an area in Barangay Candulawan which is over a hectare wide, that could serve as permanent settlement for displaced residents.

Another area is in Barangay Biasong as a temporary relocation site for thousands of affected families, where a Tent City could be mounted, according to Gullas. They are set to meet officials of the Department of Human Settlement and Urban Development (DHSUD) to determine the number of smart houses to be put up on the site.

San Isidro Barangay Chairman Nerio Zafra said that over 700 families in Sitio Isla Verde, along the Mananga River, are prohibited from rebuilding their homes on a deemed “no-build zone.”

Zafra said that the residents have agreed to the forthcoming relocation.

Meanwhile, Talisay City Disaster Risk Reduction and Management Officer Alvin Santillana said that quite a number of areas in the city still need to be placed under clearing operations.

Santillana confirmed that at least seven persons in Talisay City perished to the massive flooding, while those who were earlier reported to be missing are found to be safe and have gone home to their respective families.
