The General Services Office (GSO) of the Local Government Unit (LGU) of Bacolod City has submitted a report to the City Legal Office on alleged falsification of documents of several regular employees.

According to the City Legal Office, at least 32 regular employees composed of utility workers, clerks, among others, were found to have faked documents to avail of Government Service Insurance System (GSIS) loan.

"Bale ang kanilang department head mismo gumawa ng isang incident report nang nalaman niya ang mass falsification sa kanilang opisina. Ang kanilang payslip, pineke nila,” Atty. Karol Joseph Chiu, legal officer of the Bacolod City LGU.

Initial investigation rendered that the employees applied for loan in October 2025. They availed of loan worth P20,000 to P60,000, according to the City Legal Office.

The assistant department head of the GSO is among persons being investigated for signing the bogus documents.

“Inaplayan nila sa kanilang department. Fina-cilitate [facilitate] ng assistant department head. Pinasok sa HR [Human Resource], inapprove ng HR,” Chiu added.

GMA Regional TV One Western Visayas tried to get the names of the employees involved, but the City Legal Office denied the request.

The assistant department head involved has not issued a statement yet, as of this writing. 

According to GSIS Bacolod, the loan application goes through online transaction. No human intervention is involved, which makes the processing and approval fast.

“Nando'n sa requirement ni GSIS, ang member meron pa siyang requirement na take-home pay. As long as (they) have the net, take-home pay, you have sufficient na take-home pay to pay off the montly amortization. Yun yung nangyari. Online siya. System talaga siya,” said Cecilia Tenaja, GSIS Bacolod branch manager.

The City Legal Office underscored that if proven guilty, administrative charges may be filed against the employees.
