The city government of San Fernando, Pampanga has suspended the operations of PrimeWater Infrastructure Corporation, citing repeated service lapses and unresolved complaints from residents.

Mayor Vilma Caluag issued an executive order on November 17, 2025, directing the immediate halt of PrimeWater’s operations and turning over water services back to the City of San Fernando Water District (CSFWD).

“Ginawa po natin ito upang protektahan ang bawat pangangailangan ng bawat mamamayan para sa sapat at malinis at maaasahang tubig. Kasabay nito, muling ibabalik sa City of San Fernando Water District ang operasyon ng ating tubig,” Caluag said.

City officials said the suspension stemmed from alleged recurring performance issues, unmet service obligations, and complaints that PrimeWater reportedly failed to address.

The local government urged the company to listen to the concerns of Fernandinos and cooperate in ensuring a smooth transition back to CSFWD.

“Matagal na naming pinaghahandaan ang transition na ito at matagal ko na din silang personal na kinakausap para handa sila at handa tayo sa anumang sitwasyon. Sa mga opisyal ng PrimeWater, taos-puso po kaming humihiling ng kooperasyon. Ang maayos na turn over ay hindi lamang makakatulong sa pamahalaan kundi sa libo-libong Fernandino na araw-araw na umaasa sa tubig,” Caluag added.

In an official statement released on its social media account, PrimeWater said it recognizes and respects the executive order issued.

The company clarified that its Joint Venture Agreement with the CSF Water District remains in effect and that it will continue to follow all applicable laws and regulations.

CSFWD is now coordinating with the city government for the turnover process.

Authorities urged residents to remain calm and await further announcements as the transition moves forward.
